Ekaterina Schulmann (born 1978, Tula) is a Russian political scientist specialising in legislative processes and authoritarian governance, who built one of the largest Russian-language political audiences on YouTube. She taught at RANEPA and the Moscow School of Social and Economic Sciences until 2022, when she relocated to Berlin as a Robert Bosch Academy fellow; she is also an associate fellow of Chatham House and a non-resident scholar at the Carnegie Russia Eurasia Center. Since April 2022 she has been designated a 'foreign agent' by Russia and can no longer work there publicly.
A Moscow magistrate court sentenced Schulmann in absentia to one year in a penal colony for publishing content without the mandatory 'foreign agent' label.
Russia's financial monitoring agency Rosfinmonitoring added Schulmann to its list of persons linked to terrorism and extremism in connection with the Anti-War Committee of Russia case.
Russia's FSB opened a criminal case against Schulmann and over 20 other members of the Anti-War Committee of Russia, accusing them of planning a violent seizure of power and organising a terrorist community.
The Meshchansky District Court of Moscow ordered Schulmann's detention in absentia on charges of evading obligations as a designated 'foreign agent'.
Russia's Interior Ministry placed Schulmann on its wanted list, following an investigation opened in February 2025 under administrative offence statutes.
