Rearmament instead of disarmament stands at the centre of the new security doctrine. Military spending is rising worldwide. Development cooperation is being significantly cut. The new peace assessment from four leading institutes for peace and conflict research in Germany addresses this turning point and also asks about the future of development cooperation as an important instrument for promoting peace.
