The action takes place in the port town of Chioggia, where women — outside of work — engage in gossip, intrigue, and banter. In the absence of the men, who have sailed out to sea, seemingly innocent conversations escalate into quarrels and disputes.

Upon the men's return from fishing, they become entangled in the conflicts, triggering a mighty quarrel between the feuding sides. Judge Isidora attempts to settle it with the help of the Bailiff — her assistant and bodyguard — though the fiery temperaments of the participants greatly complicate her task.
