The Generalissimo is dying. A team of doctors, directed by the Prime Minister, struggles to keep him alive - buying time for the PM to manipulate the political power blocs and seize sole control. Arkanoff, the Generalissimo's personal physician, sees no hope and summons a cardinal to administer last rites. Since word of the impending death must not get out, an actor is sent in the cardinal's place to perform the ceremony.

When the real cardinal arrives and discovers the deception, he is furious - yet the head of state's death is inconvenient for him too, as agreements between the party, the monarchy, the church, and the opposition still need to be reached. When the Generalissimo finally dies, the Prime Minister's grip on power seems secure.

But Toto, a peasant whose son was executed as a terrorist under the Prime Minister's rule, still has a score to settle.
